Rotating mass robs power, and efficiency both during acceleration and braking. At the same time adds to the gyroscopic effect of the wheel decreasing manouverability and increasing straight line stability. Some say changing rotating mass by 1kg equals to change in total mass of 7Kgs.
Unsprung mass is changing the road tracking capability of the suspension. Extra 4kg of unsprung weight is easily about 20% increase throwing damping to a different range.

Great note/explanation, Oyabun!  I was about to respond with the huge difference between acceleration of rotating mass versus linearly accelerated mass, but you did your usual much better job!

If I went on a diet my CB wouldn't even notice heavier (than TKC80s) tires.
