The one I got, and I think this is true of most of them, attaches to the diagnostic (ODB) plug under the seat.  A very easy install, and I find it useful.  There are also a number of videos of guys install the indicator, for example,

I think you can get those a number of places, even Amazon.  Buy a few :).  My VFR seemed to be held together by them, and you had to remove a number to change the oil, so I was always losing or mutilating them.

I just checked, and RevZilla carries them. They have some nice looking riding gear that fits Doug's budget.

What kind of rain riding do you end up doing?  Currently I carry a set of Frogg Toggs All Sport Rain Suit.  It cost a bit over $50 and is very light and packable.  But it is not great at keeping me dry.  I rode back from FL two summers ago in days and days of on an off rain, some very heavy, and I stayed dry enough for summer rains where getting cold is not an issue, but it would not have worked if I was riding in a cold spring rain and needed to stay drier to avoid hypothermia.  But if you are just looking for something to pack in case you get caught in the rain, then the Frogg Toggs are not bad, especially for the price.

In the picture below the blue roll is the jacket and the black in the pants.
