You want the front cowl upper part, if you are concerned about the crack in it by the indicator light (turn signal).  Below is the Hondaparts-direct info:

   64130-MGZ-J80   COVER, FR. (UPPER)   $15.88

The stay goes under the cover and holds all that stuff together.  It is all or mostly metal.  I removed my windscreen by cutting the windscreen brackets off of the stay with a hack saw.
