Pannier inner bags

Sometimes I've bought the OEM inner bags for pannier and top boxes, as it's a neat solution.

I've got Givi TRK33 panniers now and the Givi solution isn't neat. They offer the same bag that fits their TRK46 pannier, which is a fair bit deeper. And that's not a neat solution. The bag has more material (obviously) so takes up more space in the pannier, and you can't fill the bag, so it's floppy.

Has anyone come up with a nice tidy (cheaper) solution for these cases?

I've bought several Zpacks dry bags to put in the panniers. They are inexpensive but are indestructible. I've found that using several bags instead of one helps me organize my things better. See: https://zpacks.com/products/medium-dry-bag, for example.

Just curious, why put bags in the panniers? I use my Givi panniers like hard sided suitcases, just pop them off and take them in with me.

I find it a lot easier to use inner bags. Trying to get into a lift is much easier with soft things slung over your shoulders than banging big boxes around.

Why have inner bags? - Well, some people go on trips and the hard cases get really dirty (sometimes because of the trail conditions or sometimes just from big mileage) - so being able to carry an inner bag into an overnight stay is one way of keeping the dirt on the bike and not transfer it to a room.
